Mohamed Mounir Zahran, national of Egypt, holds a Licence Cum Laude from Cairo University, Diplomes d’Etudes Superieures from Cairo and Paris Universities and a Ph.D Public Law, Paris University.
Attorney at Law, Egyptian diplomatic corp in 1958, served in the Departments of International Organizations, International Economic Affairs, Research and Adviser twice to the Egyptian Foreign Minister. Egyptian embassies/missions in Paris, Brussels, Washington D.C and New York. Ambassador to the Kingdom of Morocco from 1985 t0 1989 and from 1991 through 1999 as Ambassador /Permanent Representative OF Egypt in Geneva.
Special Envoy and Personal Representative of the President of Egypt for conflict resolution in Africa, and Personal representative of the President of Egypt to the G-15 developing countries.
He chaired several legislative bodies and committees. Inter alia, GATT/ WTO, the Conference on Disarmament (C. D), ILO, UNCTAD, WIPO.
In the United Nations system he was elected by the U.N. General Assembly in 2002 as member of the Advisory Committee on Administrative and Budgetary Questions of the United Nations (ACABQ) , and later appointed by the U N S G in 2006 as member of the Advisory Board of the United Nations Peace Building Fund (UNPB/AB)
At its 61rst session in 2006/2007, the UNGA elected and then appointed Dr. Zahran as Inspector in the Joint Inspection Unit (JIU).In June 2009 he has been elected as Vice-Chairman of JIU and in December 2010 he was elected as Chairman of the JIU twice for the years 2011 and 2012.
Mounir Zahran is author of books on “L’Administration Locale en Egypte” and “L’Association Internationale de Developpement et sa Contribution au Developpement Economique “and articles in Arabic, English and French in various periodicals on disarmament and security, economic ,human rights , legal and political issues .
Founding Member of the Egyptian Council for Foreign Affairs (ECFA) in 1999. And Chair of its Board of Directors Since 2016.
